Scope ring mounting (Drill & Tapping?)

Would it be possible to have a gunsmith drill and tap a piece of picatinny rail to the top of the receiver just to widen the array of scope ring mounting options for the rifle?
I realize that there is a 11mm to picatinny adapter but some of them have barrel droop compensation machined into them and they also add height to the receiver and I would like to keep the scope as close to the barrel as possible. I have a tactical base and rings on my .22-250 M70 heavy varmint rifle I got from Leupold and there terrific they use torx head screws vs. Allen or hex which is nice to plus they make the gun look like a serious sniper rifle which I like

pyramydair.com has 11mm to weaver adapters. I suggest the one with alittle clearance for the mag. I use this one. http://www.pyramydair.com/s/a/BKL_3_8_o ... Black/2921 It allows me to change between my day scope and my night scope. See "changed a few things on my Mauder " post under mods.
